Former State Senator Lisa Carlton and Professor Frank Alcock discuss the ballot’s statewide Constitutional Amendments.
The Sarasota League’s goal is to provide impartial information so that voters can make their own decisions. We are nonpartisan, do not support or oppose candidates or parties, and believe an informed voter is a powerful voter. This year’s ballot will contain six Constitutional Amendments.
Senator Lisa Carlton
Lisa Carlton is an eighth generation Floridian and co-owner and manager of the Mabry Carlton Ranch in Sarasota County. Growing up on the ranch, Senator Carlton saw firsthand the challenges of operating a family business as she watched her parents manage a 17,000-acre cattle and citrus ranch – the same ranch she helps manage today. The ranch is a diverse agricultural business that is protected by a conservation easement and serves as an integral part of the110,000 acres of continuous corridor of natural land, stretching from the
Myakka River to the Peace River. Senator Carlton lives on the ranch with her husband and their three children who represent the fifth generation of the family to live and work on the land.
After graduating from law school, Senator Carlton practiced law in Sarasota County before entering the realm of public service. In 1994 she was elected to represent the 70th District in the Florida House of Representatives. After two terms in the Florida House, then Representative Carlton became Senator Carlton when she was elected to represent the 23rd District of the Florida Senate in 1998
where she served until 2008. During her time in the Senate, Senator Carlton served as Appropriations Chair under three Senate Presidents and was the President Pro Tempore of the Senate during the 2006-2008 term.
Senator Carlton served on Florida’s 2017-2018 Constitution Revision Commission, where she chaired the Declaration of Rights Committee. She was the author of amendment 8 prohibiting vaping in indoor workplaces that was adopted by Florida voters in 2018. Senator Carlton serves as a member of the Board of Directors for Sarasota-based FCCI Insurance Group (FCCI). She is also a
founding member of the Florida Historic Capitol Foundation.
Commissioner Carlton received a Bachelor of Arts degree from Stetson University and a Juris Doctor from Mercer University School of Law.
Dr. Frank Alcock
Frank Alcock is an Associate Professor of Political Science at New College of Florida where he has taught courses on world politics, international law, and environmental policy since 2003. He holds a Ph.D. in Political Science from Duke University, a M.A. in
International Affairs from George Washington University and a B.A. in Economics from Binghamton University. From 2009 to 2012 he was a Senior Fellow with the Collins Center for Public Policy where he focused on offshore drilling and Florida’s Constitutional Amendment process. He has served as a Senior U.S. Fulbright Scholar to New Zealand and a Belfer Fellow in the Kennedy School of Government at Harvard University. He also spent five years at the U.S. Department of Energy. Frank appears regularly as a political analyst with ABC News in Sarasota and was a candidate for the Florida state Senate in 2016.
